2018年ICMJE新規，生物醫學SCI又提新要求！

國際醫學期刊編輯委員會(International Committee of Medical Journal Editors, ICMDE)於1979年首次正式發表《生物醫學期刊投稿的統要求》(Uniform Requirements for Manuscripts Submitted to Biomedical Journals)，之後作過多次修訂。2013年8月修訂時更名為《學術研究實施與報告和醫學期刊編輯與發表的推薦規範》，簡稱「ICMJE推薦規範」。

ICMJE頒布的稿件編輯原則已成為國際上絕大多數醫學期刊的編輯準則。ICMJE共有16個正式成員期刊和組織。這些期刊和組織分別是：《內科學年鑒》、《柳葉刀》、《美國醫學會雜誌》、美國《新英格蘭醫學雜誌》、《英國醫學雜誌》、《挪威醫學雜誌》、《加拿大醫學會雜誌》、《美國國家醫學圖書館Medline資料庫》、《克羅埃西亞醫學雜誌》、《世界醫學編輯協會》、《丹麥醫學會雜誌》、《紐西蘭醫學雜誌》、《澳大利亞醫學雜誌》、《荷蘭醫學雜誌》、《中華醫學雜誌英文版》和《智利醫學雜誌》，但當今世界上有近600部生物醫學期刊已經採納並實行《ICMJE推薦規範》。

今年，ICMJE又發出新規則：Data Sharing Statements for Clinical Trials—A Requirement of the International Committee of Medical Journal Editors。

新規則的主要內容有以下幾點：

1、動物倫理和臨床試驗的倫理：課題設計完成，在開始實驗/試驗之前，一定要拿到動物倫理和臨床試驗的倫理。倫理問題，尤其是臨床試驗的倫理，是比較重要的，一定要有。當然，目前關於動物倫理，也已有SCI期刊要求提供。

2、臨床試驗註冊：課題設計完成後，臨床試驗的課題，對於「臨床試驗註冊」，大家也一定要注意，沒有註冊，估計後續會沒有機會投稿。

大家先請看要求提供臨床試驗註冊的郵件(郵件是2015年編輯部回復的)：

大家再來看看編輯部因為作者沒有按照ICMJE規則要求來註冊，沒有提前註冊而是後補註冊的後果(這個來自2016年編輯部的郵件)：

Dear Dr. **,

Many thanks for clarifying the status of your clinical trial registration. Unfortunately, I cannot consider your manu further. As a journal, we adhere to the ICMJE guidelines, which require prospective trial registration(ICMJE的要求，前瞻性研究的臨床試驗，必須在納入第一例病人前完成臨床試驗註冊). In spite of the present decision, we look forward to submissions from you in the future.

Thank you for submitting your manu to the Journal of ***.

Dr. ***

然而，到這裡，大家是不是認為：在還沒有開始臨床試驗前，僅僅註冊就可以了呢？看看下面最新的要求吧，目前的要求是越來越高！

3、ICMJE的新規：臨床試驗註冊的數據，必須全部公開！！！這是最新的要求，就在6月初公布的。大家請看：

什麼？什麼？要全部公開？這是怎麼回事？？新規則下，醫生還能不能好好發SCI論文了？

首先，我們看看ICMJE的要求是哪些？下圖是ICMJE要求中提供的最新內容：

Therefore, ICMJE will require the following as conditions of consideration for publication of a clinical trial report in our member journals:

1. As of July 1, 2018, manus submitted to ICMJE journals that report the results of clinical trials must contain a data sharing statement as described below.

2. Clinical trials that begin enrolling participants on or after January 1, 2019, must include a data sharing plan in the trial』s registration. The ICMJE』s policy regarding trial registration is explained at

http://www.icmje.org/recommendations/browse/publishing-and-editorial-issues/clinical-trial-registration.html. If the data sharing plan changes after registration this should be reflected in the statement submitted and published with the manu and updated in the registry record.

簡單翻譯一下，就是：

第一，2018年7月及以後提交到ICMJE期刊的臨床試驗報告，必須包含數據共享聲明。

第二，2019年1月1日後開始入組受試者的臨床試驗，必須在臨床試驗註冊平台上提交數據共享計劃。

綜上所述，後續大家在設計醫學方面課題時，尤其是在實施前，各個規則都要考慮。不然，會給後面的發錶帶來不可控制的損失。新規則下，醫生要想好好發SCI論文，就得遵守ICMJE的規則。
